What it is: Level 1 takes the outline from Level 0 and factors in occlusion—meaning it shows what stays hidden behind existing trees, neighbouring roofs, or street signs.
The Visual: Usually represented as a shaded silhouette or a blocky translucent shape. If a tree blocks the building, the building shape cuts off cleanly behind the leaves.
When it’s used: This is the gold standard for preliminary Landscape and Visual Impact Assessments (LVIAs). It answers one critical question for planners: Can you see the building from this specific conservation area, yes or no?

What it is: Level 2 introduces real architectural geometry, window placements, roof pitches, and structural recesses, but without any colors, textures, or materials.
The Visual: It looks like a matte gray or white "clay" model placed into the photograph. It includes realistic shadows based on the exact position of the sun when the photo was taken, helping to explain how the building's physical form interacts with local light.

When it’s used: Sensitive heritage sites, high-profile urban schemes, tall buildings, and public consultations. When emotions run high at a planning committee, an AVR Level 3 eliminates guesswork and shows the public exactly what they are going to get.
How to Decide Which Level You Need
You don’t always have to default to the most expensive, fully rendered AVR Level 3 for every viewpoint. A smart planning strategy often mixes and matches levels to protect your budget:
Check the Local Authority Guidelines: If your project falls under the London View Management Framework (LVMF) or specific historic borough frameworks, they will often explicitly state which viewpoints require an AVR Level 1 (to check skyline impact) versus an AVR Level 3.
Assess the Sensitivity of the Viewpoint: For a long-range view from three miles away where the building is barely visible behind a ridge line, an AVR Level 1 wireframe is perfectly adequate. For a street-level view directly adjacent to a Grade II-listed building, you will almost certainly need an AVR Level 3 to prove your material choices complement the historic context.
