Verified Views by Eye-kon - how much they cost.

The cost of Verified Views can vary considerably between projects, even when the number of viewpoints looks similar.

A fee is influenced by several things: the number and location of the viewpoints, the photography and survey required, the condition of the supplied 3D model, whether additional modelling is needed, the complexity of the proposal and the AVR Level required for each view.

Some costs, however, are relatively predictable.

As of August 2026, our typical survey cost is £170 per viewpoint position, while photography and the associated photographic documentation are approximately £120 per viewpoint. Minimum attendance fees also apply, as the photographer and surveyor need to allow for travel, site time and mobilisation regardless of whether they are capturing one viewpoint or several.

The more variable part of the fee is usually the studio work that follows.

Understanding those different components is more useful than looking for a single price per Verified View.

1 | What a Fee Proposal Is Actually Paying For

A Verified View fee generally covers three areas: fieldwork, studio work and documentation.

Fieldwork includes the baseline photography and any survey work required for the viewpoints. This establishes the photographic record, camera positions and, where appropriate, surveyed control information used later in the camera matching.

Studio work covers preparing the architectural information, positioning the 3D model, matching the virtual cameras to the photographs and producing the required AVRs.

The amount of studio time can vary significantly. A clean 3D model supplied in a suitable format requires much less preparation than a scheme that needs to be modelled from CAD drawings. Likewise, an AVR1 wireline requires a different level of work from an AVR3 where the architecture, materials, glazing and landscape also need to be represented.

Documentation covers the technical information accompanying the views and, where required, the methodology report explaining how the photography, survey, alignment and final images have been produced.

These three parts do not necessarily increase at the same rate, which is why a single flat "price per view" can be misleading.

2 | Viewpoint Count, and Why the Maths Isn't Linear

The number of viewpoints obviously affects the fee, but the relationship is not completely linear.

Photography and survey both involve fixed costs in getting people and equipment to the site. If several viewpoints can be covered during the same visit, those mobilisation and travel costs are shared across them.

This means the basic per-viewpoint field cost is reasonably predictable, but a project with only one viewpoint does not cost one quarter of a nearby four-viewpoint project. The fixed attendance costs still have to be covered.

Location also matters.

Seven viewpoints within a relatively compact London site may be captured efficiently during one visit. Seven viewpoints spread over a much wider area, or requiring separate access arrangements, will take longer.

The same applies when a viewpoint is added after the original fieldwork has been completed. If the photographer or surveyor needs to return to site, another attendance and travel cost is introduced.

This is one reason it is useful to agree as many viewpoints as possible before the fieldwork begins.

3 | AVR Level Should Be Set per Viewpoint, Not Across the Board

Not every viewpoint necessarily needs to be fully rendered at AVR3.

A distant view concerned principally with the location and visibility of a proposal may be adequately represented as an AVR1 wireline. A closer townscape or heritage view may require AVR3 so that the architecture and proposed materials can also be assessed.

The fieldwork for the two may be similar, particularly where they are being produced using the same photographic and verification methodology.

The difference in cost appears mainly in the studio work.

AVR3 can therefore cost more than AVR1 even when the photography and survey are identical.

The difference can become greater if the supplied architectural model is incomplete, if materials have not yet been established or if landscape information also needs to be developed for the rendered views.

For larger assessments, using the appropriate AVR Level for each viewpoint can keep the overall fee proportionate without reducing the quality of the evidence.

4 | Survey Standard, Model Preparation and Site Access

The survey requirement depends on the particular viewpoint.

TGN 06/19 takes a proportionate approach to locational accuracy. For distant views, a relatively modest positional error may have very little effect on the apparent location of the proposal. At close range, the same error can materially alter its relationship with neighbouring buildings, rooflines or other features.

For sensitive close-range views, particularly in urban or heritage settings, more accurate survey information may therefore be appropriate.

The cost of the survey itself is usually one of the more predictable parts of our fee. As of August 2026, we allow approximately £170 per viewpoint position for survey work, subject to minimum attendance and travel costs.

The architectural model can have a much greater effect on the studio fee.

If a suitable Revit, SketchUp or other 3D model is provided, the work may principally involve checking, preparing and positioning it for the Verified Views.

If no usable 3D model exists, we may need to build the proposed scheme from DWG plans, elevations and sections. The fee then depends on the scale and complexity of the development.

A relatively simple building and a large mixed-use scheme with several buildings, roof elements and complex facades clearly require very different amounts of modelling.

Landscape can introduce another variable. If a coordinated landscape model is supplied, it can be incorporated and developed as required. Where the soft landscape needs to be created or replaced for the final AVR3 images, additional work needs to be allowed for.

Site access can also affect the fieldwork cost. Restricted land, elevated positions, locations requiring special permission or viewpoints that can only be photographed from a drone all require different arrangements from a straightforward pavement viewpoint.

5 | What a Fee Should Include

A useful fee proposal should make clear what has been allowed for rather than presenting one unexplained figure for each image.

At a minimum, it should identify:

  • the number of viewpoints

  • the AVR Level required for each

  • the photography required

  • the survey approach

  • whether a 3D model will be supplied or needs to be built

  • any allowance for landscape work

  • the methodology documentation

  • what level of design revision is included

  • any travel, access or other project-specific costs

It should also make clear what would happen if the scope changes.

Viewpoints and AVR Levels are not always fully agreed when the initial fee is requested. For this reason, our proposals are itemised so that the cost of each component is visible. If another viewpoint is added, an AVR1 is changed to AVR3 or additional modelling becomes necessary, the effect on the fee can be understood without having to re-price the entire project.

This is particularly useful during pre-application and TVIA work, where the final viewpoint schedule can continue to develop after the initial quotation.

6 | Keeping Cost Proportionate Without Cutting Corners

The simplest way to control the cost of Verified Views is to define the scope as clearly as possible before fieldwork begins.

Agreeing the viewpoints early allows the photography and survey to be planned efficiently and reduces the likelihood of a second site visit.

It is also useful to decide what each viewpoint actually needs to show. AVR3 is appropriate where the design, materials and architectural character form part of the assessment, but it is not automatically necessary for every distant or secondary view.

The quality and timing of the design information matter as well.

Providing a usable 3D model can reduce modelling time considerably. If we need to build the scheme ourselves, receiving coordinated plans, elevations and sections once the design is sufficiently developed avoids unnecessary remodelling later.

The same applies to landscape information and materials.

A clear programme allows the fieldwork, modelling and final rendering to be coordinated around the design process rather than everything being compressed immediately before submission.

The aim is not to reduce the technical work behind the Verified Views. It is to spend the time and budget where they genuinely contribute to the assessment.

The difference also depends on the quality of the supplied model. If the architecture and materials are already well developed, the additional work may be relatively contained. If substantial modelling or material development is required, the difference will be greater.

Can one site visit cover several viewpoints?

Yes, and wherever practical this is how we plan the fieldwork. Several viewpoints captured during the same visit share the fixed cost of travel, mobilisation and site attendance. How many can be covered depends on their location, access, the amount of work required at each position and the time of year. In winter, shorter daylight hours can reduce the number of viewpoints that can realistically be photographed in a single day. A compact group of urban viewpoints is therefore very different from a set spread over several kilometres or requiring separate permissions.

Are minor design revisions included in the fee?

This depends on the scope agreed at the outset. We normally allow for reasonable minor updates while the design is being finalised. A change to a material or a limited adjustment to the model is different from a substantial redesign requiring significant remodelling or new photography. Our fee proposals are itemised so that the original scope is clear and any later change can be assessed against it rather than treated as an undefined additional cost.
